The Department of Community Development (DCD) in Zambia, under the Ministry of Community Development and Social Services (MCDSS), focuses on empowering vulnerable communities through livelihood support, skills training, and community mobilization to reduce poverty and achieve national development goals, using a people-centered approach with programs like Food Security PacksVillage Banking, and support for women’s clubs, while also coordinating community-initiated projects like footbridges and sanitation

Key Functions & Programs

  • Livelihood Empowerment: Providing support for income-generating activities, including revolving loans for women’s clubs, poultry, beekeeping, and gardening.
  • Skills Development: Running skills training centers to teach functional literacy and survival skills, helping communities become self-reliant.
  • Community Mobilization: Encouraging community-driven projects (like footbridges, halls, water points) and supporting self-help initiatives.
  • Social Assistance: Implementing programs like the Food Security Pack for households in need.
  • Coordination: Overseeing provincial skills training centers and coordinating with local councils for program implementation

  • Community-Driven: Programs are designed with community input to build capacity and sustainability.
  • Poverty Reduction: Aims to improve socio-economic conditions to reduce poverty and inequality, aligning with Zambia’s Vision 2030 and SDGs.
