The Department of District Health

The Department of District Health (DDH) in Zambia, led by the District Health Director, implements national health policies at the local level, providing preventive and curative care through health centers and posts, focusing on maternal/child health, disease control (HIV, malaria, TB), nutrition, and environmental health, ensuring equitable access to quality services and promoting healthy lifestyles in the community, working under the Ministry of Health’s overall mandate for public well-being.

Key Functions & Responsibilities

  • Service Delivery: Oversees health centers, posts, and district hospitals, offering clinical care, nursing, diagnostics, pharmaceuticals, and ambulance services.
  • Disease Prevention & Control: Manages programs for HIV/AIDS, TB, malaria, STIs, maternal/child health, and nutrition.
  • Public Health: Implements environmental health, sanitation, waste management, and health education initiatives.
  • Resource Management: Distributes resources and ensures health facilities operate with action plans and budgets.
  • Health Promotion: Conducts surveillance, counseling, testing, and community outreach to improve community health. 
 

Structure & Oversight

  • Leadership: Headed by a District Health Director (DHD).
  • Sections: Typically divided into Health Services and Public Health Services.
  • Hierarchy: Works within the broader Ministry of Health framework, implementing national strategies. 

 

Core Goal: To improve health status by preventing illness, promoting healthy living, and ensuring equitable, quality healthcare access for all residents in the district, aligning with national goals for Universal Health Coverage.
