The Department of Development Planning

The Department of Planning in local authorities (Councils) is the core body for guiding physical and socio-economic development, ensuring growth aligns with national policies like the Eighth National Development Plan (8NDP), managing land use, controlling development, preparing budgets, and overseeing projects like the Constituency Development Fund (CDF). Headed by a Director of Planning, it works through sections like Physical Planning (Town Planning, Survey, Building Inspectorate) and Socio-Economic Planning to create development frameworks, approve building plans, manage GIS, conduct surveys, monitor projects, and provide technical advice for sustainable local growth.

Units Under the Department of Development Planning

1. Physical Planning Unit

In Zambia, a local authority’s Physical Planning Unit manages land use, development control, and spatial planning, guided by the Urban and Regional Planning Act 2015, by preparing physical plans, zoning land, inspecting developments for compliance, ensuring proper building placement, coordinating infrastructure, and providing land survey services to promote orderly, sustainable growth.

2. Socio - Economic Planning Unit

The Socio-economic Planning Section Unit in Zambian local authorities is responsible for coordinating, formulating, and implementing policies, plans, and projects aimed at improving the social and economic well-being of the district. Its primary function is to enhance the implementation of the Council’s development plans and programs.

3. Environmental Planning Unit

The Environmental Planning Unit (EPU) in Zambian local authorities is primarily responsible for integrating environmental considerations into all development plans and projects to ensure sustainability and compliance with environmental legislation.

4. District HIV & AIDS Unit

The District HIV/AIDS Section Unit, typically led by a District AIDS Coordination Advisor (DACA) in Zambian local authorities, is primarily responsible for coordinating, planning, and monitoring the multi-sectoral HIV/AIDS response within the district. Its core function is to ensure that all district development plans and social services incorporate HIV/AIDS strategies.
